मुंबई: ऑनलाइन स्‍टडी के बाद भी स्‍कूल बुलाए जा रहे 50% टीचर, 11वीं में अब तक नहीं हो पाए एडमिशन

कोरोना और बाद में मराठा आरक्षण पर लगे रोक के कारण कक्षा 11 की एडमिशन अब तक पूरी नहीं हो पाई है, लेकिन अब राज्य सरकार ने ऑनलाइन पढ़ाई शुरू करने का निर्णय लिया है..

मुंंबई: Corona pandemic: कोरोना संक्रमण (Covid-19 pandemic) का सबसे बड़ा प्रभाव पढ़ाई और शिक्षण पर पड़ा है. महाराष्ट्र सरकार (Maharastra Government) ने स्कूलों में 50 फीसदी शिक्षकों को मौजूद रहने कहा गया है जबकि बच्चों की पढ़ाई ऑनलाइन (Online Study) हो रही है. दूसरी ओर, अब तक कक्षा 11 में एडमिशन (Admission) नहीं होने के वजह से छात्र भी परेशान हैं. महानगर मुम्बई के पूर्वी उपनगर में स्थित भांडुप इलाके में रहने वाले राजेश सिंह शिक्षक हैं और कक्षा 5 से 8 के छात्रों को पढ़ाते हैं. वह अब हर रोज़ करीब 2 घंटे का सफर तय कर पश्चिमी उपनगर में स्थित कांदिवली के स्कूल में जाते हैं.स्कूलों में फिलहाल छात्रों को आने की अनुमति नहीं है पर इनका जाना अनिवार्य है. पहले वे रेलवे से सफर करते थे, अब गाड़ी से कर रहे हैं. पैसे और समय दोनों बर्बाद हो रहे हैं..

राजेश बताते हैं, ‘पहले सभी शिक्षक ट्रेन के ज़रिए पहुंचते थे, अब ट्रेन में सफर करने की अनुमति नहीं है. स्कूल में कोई काम भी नहीं है, पर फिर भी बुलाया जा रहा है.’ महाराष्ट्र में स्कूलों को अब तक शुरू नहीं किया गया है लेकिन राज्य सरकार ने 50 फीसदी शिक्षकों का स्कूल में हर रोज़ मौजूद होना अनिवार्य रखा है.प्रशासन के इस निर्णय ने कई शिक्षकों की परेशानी बढ़ा दी है, कई लोग इस निर्णय पर सवाल भी उठा रहे हैं. भाजपा शिक्षक आघाड़ी मुंबई के अध्‍यक्ष अनिल बोरनारे ने कहा, ‘हम सरकार के इस निर्णय का विरोध करते हैं क्योंकि मुम्बई, ठाणे, नवी मुम्बई में सार्वजनिक यातायात] जैसे लोकल अबतक बंद है, तो हम एक जगह से दूसरे जगह कैसे जाएंगे.’

ऐसा नहीं है कि कोविड के इस दौर में केवल शिक्षक परेशान हैं, छात्र भी कम परेशान नहीं है. कोरोना और बाद में मराठा आरक्षण पर लगे रोक के कारण कक्षा 11 की एडमिशन अब तक पूरी नहीं हो पाई है, लेकिन अब राज्य सरकार ने ऑनलाइन पढ़ाई शुरू करने का निर्णय लिया है.. बच्चों को पता नहीं है कि आखिर उनका कॉलेज कौन सा है, एडमिशन कब होगा.. ऐसे में बिना एडमिशन शुरू किए गए ऑनलाइन पढ़ाई ने उनकी परेशानी बढ़ा दी है. एक छात्र निखिल यादव ने कहा, ‘मैं भी अभी ऑनलाइन क्लास में पढ़ रहा हूँ तो मेरी आंखोंको परेशानी हो रही है.. हमें न कोई गाइडलाइन दी गई है, न ही पता है कब कॉलेज शुरू होगा? न ही कोई मदद मिल रही है कि पढ़ाई में आसानी हो. 

राज्‍य सरकार के इस फैसले पर जहां कई लोग सवाल उठा रहे हैं तो वहीं राज्य की शिक्षा मंत्री वर्षा गायकवाड़ का कहना है कि कक्षा 11 की ऑनलाइन पढ़ाई को शुरू किया गया है ताकि छात्रों का समय बर्बाद ना हो. उन्‍होंने कहा, ‘हमने यह निर्णय इसलिए लिया ताकि जो बच्चे घर पर बैठे हुए हैं, उनका शैक्षणिक वर्ष बर्बाद न हो. जिन्होंने एडमिशन लिया है और जिन्होंने नहीं लिया है, सभी पढ़ाई कर सकते हैं, आर्ट्स, साइंस, कॉमर्स तीनों के लिए सुविधा उपलब्ध कराई गई है. लॉकडाउन के बाद से ही शिक्षक और छात्र] दोनों की परेशानियाँ बढ़ी हैं.. ऑनलाइन पढ़ाई से लेकर कॉलेज एडमिशन के मुद्दे पर अब तक कोई साफ निर्णय नहीं लिया गया है जिससे उनके भविष्य को लेकर सवाल बरकरार है. ज़रूरत इस बात की है कि प्रशासन जल्द से जल्द कोई ठोस निर्णय ले ताकि असमंजस की स्थिति खत्‍म हो.

ਅੰਦੋਲਨਕਾਰੀਆਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਹੁਣ ਵਫ਼ਦ ਸਰਕਾਰ ਨਾਲ ਗੱਲਬਾਤ ਕਰਨ ਕਿਤੇ ਨਹੀਂ ਜਾਵੇਗਾ। ਜੇਕਰ ਸਰਕਾਰ ਨੇ ਗੱਲ ਕਰਨਾ ਚਾਹੁੰਦੀ ਹੈ ਤਾਂ ਉਹ ਇੱਥੇ ਆ ਕੇ ਸਾਡੇ ਨਾਲ ਇੱਥੇ ਪੱਟੜੀਆਂ ‘ਤੇ ਮਿਲ ਸਕਦੇ ਹਨ। ਅੰਦੋਲਨ ਨੂੰ ਲੈ ਕੇ ਸੂਬੇ ‘ਚ ਮਾਹੌਲ ਪੂਰੀ ਤਰ੍ਹਾਂ ਗਰਮਾ ਗਿਆ ਹੈ। ਭਾਰੀ ਪੁਲਸ ਫੋਰਸ ਹੋਣ ਦੇ ਬਾਵਜੂਦ ਪੁਲਸ ਅਤੇ ਪ੍ਰਸ਼ਾਸਨ ਅਸਹਾਏ ਸਥਿਤੀ ‘ਚ ਨਜ਼ਰ ਆ ਰਿਹਾ ਹੈ।
ਦੱਸਣਯੋਗ ਹੈ ਕਿ ਐਤਵਾਰ ਨੂੰ ਸ਼ੁਰੂ ਹੋਏ ਅੰਦੋਲਨ ਦੌਰਾਨ ਭੀੜ ਨੇ ਦਿੱਲੀ-ਮੁੰਬਈ ਰੇਲਵੇ ਟਰੈਕ ‘ਤੇ ਕਬਜ਼ਾ ਕਰਨ ਤੋਂ ਬਾਅਦ ਡੂਮਰੀਆ ਅਤੇ ਫਤਿਹਸਿੰਘਪੁਰਾ ਰੇਲਵੇ ਸਟੇਸ਼ਨਾਂ ਦਰਮਿਆਨ ਪੱਟੜੀਆਂ ਦੀ ਫਿਸ਼ ਪਲੇਟ ਉਖਾੜ ਦਿੱਤੀ। ਕਰੀਬ ਇਕ ਕਿਲੋਮੀਟਰ ਦੇ ਰੇਲਵੇ ਟਰੈਕ ਦੀ ਫਿਸ਼ ਪਲੇਟ ਉਖਾੜ ਦਿੱਤੀ ਗਈ ਸੀ। ਨਾਲ ਹੀ ਭਰਤਪੁਰ ਦੇ ਆਗਰਾ-ਜੈਪੁਰ ਰਾਸ਼ਟਰੀ ਰਾਜਮਾਰਗ ਸੰਖਿਆ 21 ਨਾਲ ਬਿਆਨਾ-ਹਿੰਡੌਨ ਮਾਰਗ ਨੂੰ ਵੀ ਰੋਕ ਦਿੱਤਾ ਹੈ। ਰਾਜ ਦੇ ਨੌਜਵਾਨ ਅਤੇ ਖੇਡ ਮੰਤਰੀ ਅਸ਼ੋਕ ਚਾਂਦਨਾ ਗੁੱਜਰ ਨੇਤਾ ਕਿਰੋੜੀ ਸਿੰਘ ਬੈਂਸਲਾ ਨੂੰ ਮਿਲਣ ਐਤਵਾਰ ਰਾਤ ਹਿੰਡੌਨ ਪਹੁੰਚੇ ਸਨ, ਹਾਲਾਂਕਿ ਉਨ੍ਹਾਂ ਦੀ ਮੁਲਾਕਾਤ ਨਹੀਂ ਹੋ ਸਕੀ। ਦੱਸਣਯੋਗ ਹੈ ਕਿ ਗੁੱਜਰਾਂ ਦੇ ਇਕ ਪ੍ਰਤੀਨਿਧੀ ਮੰਡਲ ਨੇ ਸ਼ਨੀਵਾਰ ਨੂੰ ਜੈਪੁਰ ‘ਚ ਸਰਕਾਰ ਨਾਲ ਗੱਲਬਾਤ ਕੀਤੀ ਸੀ। ਉਸ ਤੋਂ ਬਾਅਦ ਦੋਹਾਂ ਪੱਖਾਂ ‘ਚ 14 ਬਿੰਦੂਆਂ ‘ਤੇ ਸਹਿਮਤੀ ਬਣੀ ਸੀ ਪਰ ਕਰਨਲ ਬੈਂਸਲਾ ਇਸ ‘ਚ ਸ਼ਾਮਲ ਨਹੀਂ ਹੈ। ਇਸ ਵਿਚ ਰੇਲਵੇ ਨੇ ਰਾਜਸਥਾਨ ਦੇ ਬਿਆਨ ‘ਚ ਗੁੱਜਰ ਅੰਦੋਲਨ ਨੂੰ ਦੇਖਦੇ ਹੋਏ ਕਈ ਟਰੇਨਾਂ ਦਾ ਮਾਰਗ ਬਦਲ ਦਿੱਤਾ ਹੈ।

HURRICANE LAURA SLAMS INTO LOUISIANA IN US, FORECASTERS WARN OF WALL OF WATER

Hurricane Laura made landfall early on Thursday in southwestern Louisiana as one of the most powerful storms to hit the state, with forecasters warning it could push a massive wall of water 40 miles inland from the sea.

Hurricane Laura made landfall early on Thursday in southwestern Louisiana as one of the most powerful storms to hit the state, with forecasters warning it could push a massive wall of water 40 miles inland from the sea.

Laura made landfall just before 1 a.m. as a category 4 storm, packing winds of 150 mph (240 kph) in the small town of Cameron, Louisiana, the National Hurricane Center (NHC) said.

“The eyewall of Laura will continue to move inland across southwestern Louisiana during the next several hours,” the NHC said in a early Thursday bulletin. “TAKE COVER NOW!”

The bulletin added that Lake Charles, Louisiana, was seeing sustained winds of 85 mph (137 kph) and gusts up to 128 mph (206 kph), in the hour after landfall.

Officials across the hard-hit area said it would be several hours before they could get out to begin search and rescue missions. Downed trees blocking roadways were expected to be the biggest immediate challenge for rescuers.

In Vermilion Parish, just east of Laura`s landfall, the sheriff`s office gave a stark warning to residents before the storm hit. “If you choose to stay and we can`t get to you,” read a statement on the sheriff`s Facebook page, “write your name, address, social security number and next of kin and put it a ziplock bag in your pocket.”

VODKA AND SHELTER

Hurricane-strength winds could blow as far as 200 miles inland to Shreveport, Louisiana, forecasters said.

The oil-refining town of Port Arthur was just west of where Laura made landfall. The city of 54,000 was a ghost town late on Wednesday, with just a couple of gas stations and a liquor store open for business.

“People need their vodka,” said Janaka Balasooriya, a cashier, who said he lived a few blocks away and would ride out the storm at home.

The area where Laura made landfall is marshy and particularly vulnerable to the storm surge of ocean water.

“This is one of the strongest storms to impact that section of coastline,” said David Roth, a forecaster with the National Weather Service. “We worry about that storm surge going so far inland there because it`s basically all marshland north to Interstate 10. There is little to stop the water.”

Just hours before Laura smashed into the coast, Port Arthur resident Eric Daw hustled to fill up his car at one of the few gas stations still open.

He said he had wanted to evacuate earlier but lacked money for gas as he was waiting on a disability payment. Daw was headed to a shelter in San Antonio, a 4-1/2-hour drive, where instead of worrying about the storm he has to contend with COVID-19, echoing concerns of many others.

“They say we are all supposed to socially distance now,” he said. “But how am I supposed to socially distance in a shelter?”

`WALL OF WATER`

About 620,000 people were under mandatory evacuation orders in Louisiana and Texas.

The storm surge could penetrate inland from between Freeport, Texas, and the mouth of the Mississippi River, and could raise water levels as high as 20 feet (6 meters) in parts of Cameron Parish, Louisiana, the NHC said.

“To think that there would be a wall of water over two stories high coming on shore is very difficult for most to conceive, but that is what is going to happen,” said 
National Weather Service meteorologist Benjamin Schott at a news conference. Most of Louisiana`s Cameron Parish would be under water at some point, Schott added.

Temporary housing was hastily organized outside the surge zone for evacuated residents, and emergency teams were being strategically positioned, state and federal emergency management agencies said.

Laura was also expected to spawn tornadoes on Thursday over Louisiana, far southeastern Texas and southwestern Mississippi and drop 5 to 10 inches (127 to 254 mm) of rain over the region, the NHC said. It said there would likely be widespread flooding from far eastern Texas across Louisiana and Arkansas.

Big hurricanes like Harvey and Katrina have previously wreaked havoc on the oil industry sites dotting the Gulf Coast, where nearly half of the United States` oil refining capacity is located. There are concerns Laura may do the same.

When Harvey struck in 2017 there were oil and chemical spills, along with heavy air pollution from petrochemical plants and refineries.

“The storm and the direct damage and human life are the most important things, but pollution can be a double whammy and compound the risk to the community,” said Luke Metzger, executive director of Environment Texas.

This school in Madhya Pradesh remembers Mahatma Gandhi every day

Wearing the Gandhi cap to school and singing Gandhi’s favourite songs: This is how children of a government secondary school in Madhya Pradesh remember the Mahatma on a daily basis.
Narsinghpur: The Gandhi cap may be a rare sight these days, but there is a school in Madhya Pradesh`s Narsinghpur where children wear the Gandhi cap every day in school. Not only this, but the children also sing the famous Gandhi prayer “Vashno janato tene kahiyeche….” everyday.
Situated 10 km from the district headquarters in Narsinghpur, the government secondary school in village Badha presents a different look from the rest. “We don`t know exactly when this practice started. But there is a date inscribed on a wall in the school which says that on October 3, 1945 Mahatma Gandhi had arrived at the school. There is also a message which says – `will follow principles of truth and non-violence, Gandhi`s blessings`,” said Sandeep Sharma, a teacher from the school.
Locals recall that Gandhi had visited the village during the non-cooperation movement. And since then, the villagers started wearing the cap, and the school followed the tradition over the decades. Sharma says, “I also wore this cap when I was studying in this school and today I am a teacher here and everyone continues to do this.”
Along with the Gandhi cap, the school sings another of Gandhi`s favourite songs “Raghupati Raghav Raja Ram” as the morning prayer. The locals believe that by wearing the Gandhi caps, the children develop confidence, patriotism and right values to stay away from vices.
As per the records available, the school was started in 1844, and once had a loom section also where mats and caps were made to be used by the children. The school is popular in Narsinghpur as the children and the locals take pride in wearing the Gandhi cap.
The rest of the country may have given up wearing the cap but this school is continuing with the tradition.

ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ,”ਜੇਕਰ ਤੁਸੀਂ ਹਰ ਚੀਜ਼ ਮੁਫ਼ਤ ਕਰ ਕੇ ਚੋਣਾਂ ਜਿੱਤ ਸਕਦੇ ਹੋ ਤਾਂ ਕੇਜਰੀਵਾਲ ਹਰ ਚੀਜ਼ ਮੁਫ਼ਤ ਕਰ ਦਿੰਦੇ- ਬੱਸਾਂ ਦੀ ਸਵਾਰੀ, ਬਿਜਲੀ ਸਭ। ਕੁਝ ਨੂੰ ਉਹ ਪੂਰੀ ਤਰ੍ਹਾਂ ਮੁਫ਼ਤ ਕਰ ਦਿੰਦੇ, ਕੁਝ ਨੂੰ ਅੱਧੀ ਕੀਮਤ ‘ਤੇ ਕਰ ਦਿੰਦੇ। ਜਦੋਂ ਤੁਸੀਂ ਪੁੱਛਦੇ ਹੋ ਕਿ ਧਨ ਕਿੱਥੋਂ ਆਉਂਦਾ ਹੈ ਤਾਂ ਉਹ ਕਹਿੰਦੇ ਹਨ ਕਿ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਹੈ।” ਪੁਰੀ ਨੇ ਕਿਹਾ ਕਿ ਦਿੱਲੀ ‘ਚ ਦੁਨੀਆ ਦੀਆਂ ਬਿਹਤਰੀਨ ਵਿਵਸਥਾਵਾਂ ‘ਚੋਂ ਇਕ ਹੈ ਮੈਟਰੋ, ਜੋ ਨਾ ਸਿਰਫ਼ ਸਸਤੀ ਹੈ ਸਗੋਂ ਪ੍ਰਭਾਵੀ ਵੀ ਹੈ। ਆਮ ਆਦਮੀ ਪਾਰਟੀ (ਆਪ) ਦੀ ਸਰਕਾਰ ਨੇ ਹਾਲ ‘ਚ ਦਿੱਲੀ ‘ਚ ਔਰਤਾਂ ਲਈ ਮੈਟਰੋ ਅਤੇ ਬੱਸ ਦੀ ਸਵਾਰੀ ਮੁਫ਼ਤ ਕਰਨ ਦਾ ਐਲਾਨ ਕੀਤਾ ਸੀ। ਇਸ ਨੇ ਦਿੱਲੀ ਵਾਸੀਆਂ ਲਈ 200 ਯੂਨਿਟ ਤੱਕ ਬਿਜਲੀ ਮੁਫ਼ਤ ਕਰਨ ਦਾ ਵੀ ਐਲਾਨ ਕੀਤਾ ਸੀ। ਅਗਲੇ ਸਾਲ ਹੋਣ ਵਾਲੀਆਂ ਵਿਧਾਨ ਸਭਾ ਚੋਣਾਂ ਤੋਂ ਪਹਿਲਾਂ ਉਨ੍ਹਾਂ ਨੇ ਇਹ ਐਲਾਨ ਕੀਤਾ ਸੀ। ਕਿਰਾਇਆ ਵਧਣ ਤੋਂ ਬਾਅਦ ਮੈਟਰੋ ‘ਚ ਸਵਾਰੀਆਂ ਦੀ ਗਿਣਤੀ ਘੱਟ ਹੋਣ ਦੇ ਦਾਅਵੇ ਦਾ ਵਿਰੋਧ ਕਰਦੇ ਹੋਏ ਪੁਰੀ ਨੇ ਕਿਹਾ ਕਿ ਕਿਰਾਇਆ ਵਧਣ ਤੋਂ ਬਾਅਦ ਸਵਾਰੀਆਂ ਦੀ ਗਿਣਤੀ ਤਿੰਨ ਗੁਣਾ ਵਧ ਗਈ ਹੈ। ਮੈਟਰੋ ਦਾ ਕਿਰਾਇਆ 9 ਸਾਲ ਬਾਅਦ 2017 ‘ਚ ਵਧਾਇਆ ਗਿਆ ਸੀ।

SC allows Congress leader Ghulam Nabi Azad to visit Kashmir: What happened in court today

The SC accepted Ghulam Nabi Azad’s plea and allowed him to visit Srinagar, Anantnag, Baramulla and Jammu to carry out social activities for the benefit of people in the area.
The Supreme Court on Monday heard a bunch of pleas filed by senior Congress leader Ghulam Nabi Azad and several other people over the abrogation of Article 370 and the situation which has emerged in erst while state of Jammu and Kashmir due to this decision of Central government.
The petitions were heard by a SC bench headed by Chief Justice Ranjan Gogoi. Besides Azad’s plea, the SC also heard a plea filed by CPI-M General Secretary Sitaram Yechury who has challenged the detention of his party colleague Mohammed Yousuf Tarigami by authorities in Kashmir. A plea filed by Marumalarchi Dravida Munnetra Kazhagam party`s (MDMK) General Secretary Vaiko to release former Chief Minister of Jammu and Kashmir Farooq Abdullah from detention was also heard by the top court.
The top court also heard a petition filed by Kashmir Times editor Anuradha Bhasin challenging the media restrictions and communication blackout in Kashmir. The SC also heard a plea filed by child rights activist Enakshi Ganguly concerning juvenile inmates lodged in jails in Jammu and Kashmir.
SC allows Ghulam Nabi Azad to visit Srinagar, Baramulla, Anantnag, Jammu
The senior Congress leader had filed a plea seeking permission from the SC to visit Jammu and Kashmir and meet his relatives and well-wishers. In his petition, Azad had said that he was only interested in knowing the well-being of Kashmiris and will not indulge in any political activity during his visit to the region.
The SC accepted Azad’s plea and allowed him to visit Srinagar, Anantnag, Baramulla and Jammu to carry out social activities for the benefit of people in the area.
Taking cognisance of Azad’s assurance of not getting into political activities during his visit, the apex court allowed him to visit Jammu and Kashmir and meet people. The SC, however, ordered Azad to not take part in any political activity during his stay in Kashmir.
Vaiko’s plea seeking release and production of Farooq Abdullah in court
MDMK General Secretary and Tamil Nadu leader Vaiko had filed a plea seeking production of former Jammu and Kashmir CM Farooq Abdullah, who has reportedly been under house arrest in Srinagar since August 5 when Article 370 was abrogated by Centre in court. In his plea, Vaiko said that veteran leader has agreed to attend the function to mark 111th birth anniversary of Annadurai in Chennai on September 15 but he has been unable to get in touch with Farooq Abdullah because he has been under illegal detention since August 5.
During the hearing, Chief Justice Ranjan Gogoi asked the government if Farooq Abdullah is under any kind of detention. To which, Solicitor General Tushar Mehta, who represented the government, said that he will get the instruction in this matter. SG Mehta also claimed that Vaiko has no locus standi to file a habeas corpus plea in this matter because he is not a family member of Farooq Abdullah.
The SC heard the arguments of both sides and then issued a notice to Centre and Jammu and Kashmir administration seeking response on Vaiko’s plea. The SC said that it will next hear this matter on September 30.
SC allows CPM leader Yusuf Tarigami to return to Jammu and Kashmir
Communist Party of India (Marxist) leader Mohammed Yousuf Tarigami was on Monday allowed by the SC to return to Jammu and Kashmir. The SC passed the order while hearing a plea filed by Tarigami seeking permission from the apex court to return to Jammu and Kashmir. The SC said in its order that Tarigami does not need any permission to return to J&K. Tarigami was brought to AIIMS on September 9 following the apex court order. Tarigami’s lawyer claimed in plea that his client was kept in the J&K guesthouse in Delhi but not allowed to go outside.
SC hears plea challenging communication blockade in Kashmir
The SC heard the plea filed by the Kashmir Times Executive Editor Anuradha Bhasin, challenging the communication blockade imposed by the government in the region after the abrogation of Article 370 on August 5. Noted lawyer Vrinda Grover appeared on behalf of Bhasin and she claimed before the SC that the communication blockade in J&K is a “hindrance to the media activities”. Grover urged the court to pass an order directing the government to restore all kinds of communication activities in the regin.
The government opposed Bhasin’s claims and told the SC bench that the media professionals are getting landline and many other communication facilities to do their work. The govermment also said that there is no restriction in 88 per cent police stations in Kashmir division. The apex court asked the Centre and Jammu and Kashmir government to ensure normal life is restored in the region keeping in mind the national safety and security.
I will go to Jammu and Kashmir if needed, says Chief Justic Ranjan Gogoi
While hearing a petition on the alleged reports of detention of children in Kashmir, Chief Justic Ranjan Gogoi asked the lawyer to go to the high court regarding the petition, the latter replied saying it was difficult for them to approach the High Court.
To this, the CJI said, “If you make a statement that it’s difficult to approach the high court, it’s a very serious statement. Is anyone coming in the way of you going to the high court? Please tell why.”
The lawyer said that the Jammu and Kashmir is in a situation to shutdown and this is why they are unable to approach the High Court. Th SC heard the arguments and then directed J&K High Court Chief Justice to submit a report on whether the high court is accessible for litigants or not. Chief Justice Ranjan Gogoi noted that it’s a serious matter if the people of J&K are not allowed to approach the high court. Gogoi also said that he will speak personally to the high court chief justice and will visit Kashmir to find out if the situation is really as grim as claimed by the petitioner.

In CBI custody, P Chidambaram takes a ‘5%’ dig at Modi government over GDP slump

Former Union minister and senior Congress leader P Chidambaram was questioned about the ongoing investigation in the INX Media case and his custody.
Former Union minister and senior Congress leader P Chidambaram, who is currently in Central Bureau of Investigation (CBI) custody in connection with INX Media case, on Tuesday took a dig at Prime Minister Narendra Modi-led NDA government over the slump in GDP.
Just as Chidambaram walked out of a courtroom in Supreme Court, he was flanked by journalists, who questioned him about the ongoing investigation in the INX Media case and his custody.
The veteran Congress leader, however, chose to skirt the question on his custody and instead, responded saying, “five per cent”. He also gestured his hand to display his fingers signifying the number five.
“Five per cent. Do you know what is five per cent,” quipped the former Union finance minister in a veiled attack on the central government over the GDP, which has dropped to a six-year low of five per cent in the April-June quarter.
The Congress has been relentlessly targeting the government over the slump in GDP and prevailing condition of economy.
On Sunday, former prime minister Manmohan Singh blamed the “all round mismanagement” by the Modi government for prevailing economic situation in the country. Referring to the GDP, the veteran Congress leader said that “we are in the midst of a prolonged slowdown”.
Terming the current state of economy as “deeply worrying”, the former prime minister was quoted by news agency ANI as saying, “Last quarter’s GDP growth rate of 5% signals that we are in midst of a prolonged slowdown.”
According to Singh, India has potential to grow at a much faster rate. “But all-round mismanagement by Modi government has resulted in this slowdown,” added the Congress leader.
Congress general secretary Priyanka Gandhi Vadra also targeted the government over the GDP numbers.
Taking to microblogging site Twitter, the Congress leader had said that the GDP rate showed that the Bharatiya Janata Party (BJP)-led government, which had promised ‘Achche din’ (good days), has punctured the economy.
Priyanka further claimed that neither there’s GDP growth nor is rupee strong against US Dollar. “Jobs are missing,” she added.

US Secretary of State Mike Pompeo meets Subrahmanyam Jaishankar as Donald Trump sticks to Kashmir mediation remark

Confirming this, US state department’s public schedule said, “Secretary Pompeo meets with Indian Minister of External Affairs Subrahmanyam Jaishankar, In Bangkok, Thailand” at 8.45 am IST.
New Delhi: Minister of External Affairs S Jaishankar will meet US Secretary of State Mike Pompeo on Friday on the sidelines of the second day of 9th East Asia Summit Foreign Ministers meet in Bangkok, Thailand, in the first official meet between the two nations after US President Donald Trump’s comment on mediation between India and Pakistan over Kashmir issue.
Confirming this, US state department’s public schedule said, “Secretary Pompeo meets with Indian Minister of External Affairs Subrahmanyam Jaishankar, In Bangkok, Thailand” at 8.45 am IST.
The meeting will take place shortly after Donald Trump reiterated his offer to mediate between India and Pakistani government on the Kashmir issue.
“But if they (PM Modi and Imran Khan) wanted somebody to intervene or to help them….If I can — if they wanted me to, I would certainly intervene. Yeah,” Trump said in a press conference held at the White House.
Jaishankar is in Bangkok for two days from August 1-2 to participate in a number of ASEAN plus meetings. He will be participating in the 9th East Asia Summit Foreign Ministers’ Meeting (EAS FMM) and 26th ASEAN Regional Forum (ARF) on Friday.
Jaishankar-Pompeo pull aside will be the first high-level engagement between the US and the Indian side since remarks by Trump on Kashmir. A few weeks ago, Trump had said that PM Modi had called for mediation over Kashmir during Trump-Modi bilateral meeting on the sidelines of Osaka G20 summit in Japan.
This was dismissed by the Indian side with EAM Jaishankar speaking in the Parliament saying all bilateral issues between India and Pakistan are governed by Shimla and Lahore agreements under which no third party mediation will be allowed.
Jaishankar, on the first day of his visit, addressed the ASEAN-India Ministerial Meeting and the 10th Mekong Ganga Cooperation (MGC) Ministerial Meeting and met 10 of his counterparts.
These were Thailand’s Foreign Minister Don Pramudwinai, New Zealand Foreign Minister Winston Peters, Italy’s High Representative of the Union for Foreign Affairs and Security Policy Federica Mogherini, Japan Foreign Minister Taro Kono, Filipino Foreign Affairs Secretary Teodoro Locsin Jr, Indonesian Foreign Minister Retno Marsudi, British Foreign Secretary Dominic Raab, Singapore’s Foreign Minister Vivian Balakrishnan, Foreign Minister of Australia Marise Payne and Chinese Foreign Minister Wang Yi.
Jaishankar will be visiting China in August for a preparatory visit for the second India-China informal summit that is scheduled to take place by the end of 2019.

Heatwave kills 130 people in Bihar, academic institutions closed till June 22

Major cities in the state, including Patna, Gaya and Bhagalpur, have been witnessing the heatwave for the past couple of days.
A total of 130 people died in Bihar as a scorching heatwave swept most parts of the state. This prompted the government to order the closure of academic activities in all schools and colleges till June 22. Sixty people died in Aurangabad, 35 in Gaya, 12 each in Nawada and Nalanda, five in Munger, two each in Kaimur and Vaishali, and one each in Ara and Samastipur.
Major cities in the state, including Patna, Gaya and Bhagalpur, have been witnessing the heatwave for the past couple of days. As per the Patna Meteorological Centre, Patna, Gaya and Bhagalpur witnessed heatwave on Monday. It forecast heatwave conditions for Patna and Bhagalpur on Tuesday, while Gaya is likely to witness cloudy skies.
District Magistrate of Gaya, Abhishek Singh, on Monday, imposed Section 144 in district keeping in mind the prevailing heatwave condition. The DM office has advised people to remain indoors from 11 am till 4 pm. The district administration has also imposed a ban on the construction work from 11 am till 4 pm. The work under MNREGA programmes will not be done after 10:30 am and no meeting will be allowed in open spaces during this time.
Bihar Health Minister Mangal Pandey on Monday visited the patients at Anugrah Narayan Magadh Medical College in Gaya and assured them of all necessary help from the state government’s side.
Meanwhile, Bihar Chief Minister Nitish Kumar has expressed grief over the deaths and announced a compensation of four lakh to the kin of victims. The state government has also issued an alert advising people to avoid stepping outside from their homes and take care while stepping outside. Union Health Minister Dr Harsh Vardhan said the deaths are unfortunate and said that people must remain indoors till the temperature drops. “Intense heat affects the brain and leads to various health issues,” he said.
Besides Bihar, many other North Indian states have been witnessing severe heatwave conditions for the last three-four weeks. The temperatures in Rajasthan and Madhya Pradesh have remained over 46 degrees on a regular basis.
Patna and Gaya, which have been reeling under heatwave and loo for the past three days, recorded a high of 42.4 degrees Celsius each on Monday, the Patna Meteorological Centre said, adding that Bhagalpur and Purnea registered 41.6 and 36.0 degrees Celsius. Patna and Bhagalpur recorded six notches above their normal maximum temperature, while Gaya recorded five notches above the normal, it said.
A heatwave is declared when the maximum temperature is recorded at 4.5 degrees or more above the normal for two consecutive days, a Met official said.
