Edmonton (ATB):“Bill 12 is about maximizing returns for Albertans … We have to take into account the cost to Alberta of doing this,” said Premier Notley while addressing media.
The landmark legislation approved in May granted the energy minister licensing authority over exporting crude oil, natural gas and refined fuels. The move would allow the government to limit energy exports to B.C.
But Notley said it is unlikely her government would use it after Ottawa announced a $4.5-billion deal to buy Kinder Morgan’s core Canadian assets and the existing Trans Mountain pipeline.
“If the logic of Bill 12 existed two weeks ago, it still exists today,” said United Conservative Party Leader Jason Kenney. “I would be prepared to implement that given the continued obstructionism of the B.C. government.”
He said the federal announcement hasn’t moved B.C. Premier John Horgan’s government one inch — “if anything, they have entrenched in their opposition.”
Horgan has reiterated environmental concerns, and said B.C. will continue with its court reference case to determine who has jurisdiction over what flows through pipelines.
“We’re no closer to getting certainty,” Kenney said.
Notley delivered a pro-pipeline speech to the Red Deer and District Chamber of Commerce, lauding the federal government purchase and Alberta’s decision to invest up to $2 billion to backstop the project.
“Taxpayers are not going to lose on this,” she told reporters. “What we’re talking about here is not a blank cheque, but an investment.”
“Much of the B.C. government’s opposition is becoming quite irrelevant to this process.”
Albertans are waiting and watching with fingers crossed.
